1) Open Start/Administrative Tools/Services (or open Start/Run, type services.msc and press enter)
2) Locate Forefont Identity Manager Service and Forefont Identity Manager Synchronization Service and check their Status. Both should be running. If not, you probably are running the Miisclient.exe in wrong computer. The computer that you should be running miisclient.exe must be the Central Administration server.
3) If you are executing miisclient.exe in correct computer and still getting the same message check the Log On As column for above services and login to the server using that account.
